Position Overview

The Technical Lead- Data
Management, will lead technical activities related to supply chain data
management under a large, anticipated USAID funded global supply chain and
pharmaceutical management project. Data management, for the purpose of
this announcement includes, data analysis, aggregation, analytics, and
information systems. The Technical Lead will serve as a member of the project's
senior management team, will participate in all planning meetings related to data
management and work closely with the Project Director and Director of Technical
Direction to ensure that Palladium's resources are well utilized to attain the
highest quality technical assistance in activities related to data management. He
or she will also be expected to personally lead some technical assistance
assignments related to data management in support of field activities.

Location: Washington,
DC, or other US locations considered.

Roles and Responsibilities

  • Provide technical and thought leadership and oversight on project activities related to data management;
  • Ensure communication with all relevant project teams to ensure adherence to standards for data management;
  • Provide oversight for all project data management activities, ensuring adherence with ethical and privacy standards;
  • Ensure high quality technical assistance and products by various team members, marshalling the appropriate technical resources to ensure the effective delivery of all technical products in this area that are responsive to the needs/requests of the client;
  • Manage projects and directly provide technical assistance, including fieldwork, analysis, writing, and presentations;
  • Oversee technical assistance to low and middle-income countries in data management, providing services on issues related to data standards, integration of data, data analytics, LMIS/SCIS, data interoperability, and ERP;
  • Communicate with USAID and other international donors and implementing organizations concerning cooperation and coordinating activities in which they are involved;
  • Prepare scopes of work and activity budgets for projects and assignments;
  • Document assigned project activities through briefs and other forms of written reports;
  • Produce or contribute to analytic papers and products for specific assignments; and
  • Present results of technical work for publications and at conferences and meetings.

Position Requirements

This is senior level
position which will require solid academic credentials reinforced by a
substantial record of relevant health supply chain management experience, both
in directly providing and managing international health technical assistance
programs. The candidate should have:

  • Significant relevant international data management experience at a senior level in a large bilateral project or global project in the health sector, preferably related to supply chain management;
  • Extensive experience working in Africa and low and middle-income countries elsewhere, providing knowledge of issues and development trends related to supply chain management;
  • Demonstrated ability to lead teams of technical, management, and administrative professionals;
  • Strong communication skills (written, verbal, listening, and presentation) are essential, as are strong interpersonal and consensus-building skills;
  • Strong quantitative and analytical skills with experience presenting findings and ideas to decision makers, thought leaders, and international donors;
  • Ability to multitask and flexibly to respond to clients and colleagues;
  • Willingness to travel overseas;
  • Solid computer skills in word processing, spreadsheets, database management, PowerPoint, and statistical analysis packages; and
  • Fluent written and spoken English. Optionally, knowledge of foreign languages, particularly French.
